Instructions
  1. Melt the butter in a large saucepan over medium heat. Add the flour and whisk constantly until smooth. Slowly add the broth, whisking constantly, then stir in the water and milk. Do not allow the mixture to come to a boil.
  2. Reduce the heat to a simmer, add all the dehydrated ingredients, cover, and cook for 40 to 45 minutes.
  3. Remove the pan from the heat and very slowly stir in the cheese until melted. Heat through over low heat.
